I am interested in the OBP hydraulic handbrake but want to be able to lock all 4 wheels. It's for a rock crawling application where starting half way up an obstacle requires holding the brakes while easing the rock buggy throttle. So I'm thinking of running front brakes to 1 cylinder and rears to the other. But I know this was designed to split just the rears...

Yes it should work, as it is more common for us to sell single cylinder OBP hydraulic hand brakes and these obviously lock two wheels but there is no reason that if plumbed in correctly they would not lock all 4. You may need to experiment on the master cylinder bore. Obviously not to be fitted on a vehicle used on the road.
